BIR EIS Readiness: Electronic Invoicing Solutions for Philippine Businesses
Is Your Business Ready for Electronic Invoicing?
Electronic invoicing requires more than replacing paper invoices with PDFs. It affects how invoice data is generated, exchanged, and supported by your existing systems.
Without proper planning
Manual workflows, disconnected data, incomplete documentation, and system gaps can delay implementation.
With an implementation plan
Assess your requirements, prepare accurate data, configure the right workflows, test, and document responsibilities.
What Is BIR EIS?
BIR EIS refers to the Bureau of Internal Revenue’s electronic invoicing and electronic sales reporting framework. Electronic invoicing involves structured digital invoice data that can be processed electronically and issued to buyers through appropriate digital channels.
Electronic invoice issuance and electronic sales reporting are separate legal obligations. The broad December 31, 2026 deadline applies to electronic invoice issuance by covered groups; sales reporting follows separately issued implementing requirements.
A computerized accounting system (CAS) does not automatically confer authority to issue electronic invoices. A separate PTI Electronic Invoice may be required.
Why Is BIR EIS Important?
E-Invoicing connects processes across departments. Each part depends on accurate, consistent digital information.

The seller must be able to issue and transmit the invoice digitally to the buyer.
Authorized System
Use registered, approved, or accredited software, as applicable.
PTI Electronic Invoice
Secure the applicable Permit to Issue before issuing electronic invoices.
EIS Certification

Who Is Required to Comply With BIR E-Invoicing?
RMC No. 98-2026 specifies these categories for the electronic invoice issuance mandate, subject to the stated rules and micro-taxpayer exclusion.
Swipe or use the arrows to explore
E-commerce / Internet Transactions
Small, medium, and large taxpayers engaged in e-commerce or internet transactions; micro taxpayers are exempted under this circular.
Large Taxpayers Service
Taxpayers under BIR Large Taxpayers Service (LTS) jurisdiction.
EOPT Large Taxpayers
Taxpayers classified as large under the Ease of Paying Taxes framework.
Covered Invoicing Software Users
Taxpayers using CAS or CBA with accounting records and electronic invoicing, and other invoicing software, as described in the circular.
Others Directed by BIR

Important: Being covered for electronic invoice issuance does not automatically mean the same December 31 deadline applies to electronic sales reporting. Please confirm your specific obligations with your tax adviser and BIR office.

Financial Data
Customer, sales, and accounting details are aligned.
Validation
Required information is checked against configured rules.

PTI, EIS Certification, PTT and Data Formats
These terms refer to different requirements and should not be combined into one approval.
| Item | What it means | Timing / scope |
|---|---|---|
| PTI Electronic Invoice | BIR authority to issue electronic invoices using the approved or registered system. | Obtain before electronic invoice issuance. |
| EIS Certification | Validation of the system's ability to extract, process, and transmit sales data. | Within six months after PTI issuance under RMC No. 98-2026. |
| Permit to Transmit (PTT) | Associated with the separate electronic sales reporting requirement. | Applies upon BIR notification or directive for sales reporting. |
| JSON reporting format | The existing BIR EIS uses JSON for prescribed sales data transmission. | Other internal structured formats may be used if necessary data can be converted appropriately. |
| Data & system readiness | Appropriate system configuration, customer information, access, connectivity, records, and testing. | Based on each organization's implementation. |
Do not confuse the permits: A CAS Acknowledgement Certificate is not a PTI Electronic Invoice, and PTI is not the same as PTT.
EIS Integration With Sales, Finance, Tax and ERP
Connecting the right systems can reduce duplicate processing and make invoice data easier to manage across your organization.
SAP Business One
Evaluate electronic invoicing integration with existing SAP Business One data and processes.
SAP Cloud ERP
Assess project-specific integration possibilities and requirements; capabilities depend on the configured environment.

BIR EIS FAQ
Does every Philippine business need electronic invoicing by December 31, 2026?
No. RMC No. 98-2026 identifies covered taxpayer groups and excludes micro taxpayers from its mandatory electronic invoicing coverage. Check your classification and actual obligations.
Are electronic invoicing and electronic sales reporting the same?
No. Electronic invoice issuance and electronic sales reporting are separate legal requirements. The BIR will prescribe implementing policies for broader sales reporting.
What is a PTI Electronic Invoice?
A Permit to Issue Electronic Invoice is the authority required before a covered taxpayer issues electronic invoices using a duly registered and compliant system.
Is a CAS Acknowledgement Certificate enough?
No. A CAS Acknowledgement Certificate does not by itself authorize electronic invoice issuance under the separate PTI requirement.
When is EIS Certification required?
RMC No. 98-2026 requires EIS Certification within six months after issuance of the PTI Electronic Invoice.
Do taxpayers need a PTT now?
The requirement for a Permit to Transmit applies when the BIR gives the relevant notification or directive for electronic sales reporting.
What format does BIR EIS use for sales reporting?
The BIR’s existing EIS prescribes JSON for sales-data transmission. Internal structured formats may differ if relevant data can be converted to the prescribed format.
Can SAP Business One work with an EIS solution?
Potentially. APPTech can assess the existing SAP Business One system, data and integration needs, then demonstrate a proposed implementation.
Can APPTech provide BIR accreditation or guarantee BIR approval?
APPTech can assist with implementation preparation, but BIR permits and approvals are issued by the relevant authority. No approval or exemption is guaranteed by the use of software alone.
What happens if the invoicing system is unavailable?
RMC No. 98-2026 describes an authorized manual invoicing fallback during qualifying system downtime, with corresponding electronic invoices prepared when systems are restored.
Ready to Assess Your BIR EIS Requirements?
Whether you use SAP Business One or another business system, the first step is to confirm which requirements apply to your organization and what integration work is needed.
